Arkham City is in Gotham Sharp (former wardon of Arkham Asylum now Mayor) thinks Arkham and Blackgate Prison can’t detain the imates like Joker. Two-Face, etc.So he transports all criminals and villains to the “Arkham City” part of Gotham to do as they please (as long as they dont try to escape) (btw there are Miliary special Ops overseeing the city so they dont escape
During the story Joker and Two-Faces gangs get caught up in gang wars, and batman has to oversee without getting in the way
